(Al-Jasiya ) 45 : 31
وَأَمَّا الَّذِينَ كَفَرُوا أَفَلَمْ تَكُنْ آيَاتِي تُتْلَىٰ عَلَيْكُمْ فَاسْتَكْبَرْتُمْ وَكُنْتُمْ قَوْمًا مُجْرِمِينَ

And those who disbelieved—were not My verses explained to you? Then you showed arrogance, and you were a Mujirim people.

After receiving Adhikr—the Best Interpretation of the Lord’s Book mentioned in verse 25: 33—those who hide Adhikr by not utilizing It themselves and by not giving It to others for utilization, and who are learning and teaching the false books written by creatures, and who encourage people to follow and propagate them, are the arrogant hypocrites. Those who follow these hypocrites blindly without trying to understand Adhikr, and who reject It, are the strayed. These two groups are the disbelievers and Mujirims submitted by the Lord’s Book as explained in verse 1: 7. See explanation 7: 40; 25: 18; and 39: 59.
